About the RFP
AES is issuing this RFP seeking carbon-free energy projects to support 24/7 carbon-free customers in PJM and CAISO. We are seeking proposals for the purchase of up to 2,000 MW of renewable energy resources, including environmental attributes, ancillary services, and capacity / Resource Adequacy (RA) from newly constructed renewable energy projects in the PJM and/or CAISO control areas.
We will consider both unit contingent and fixed hourly shape structures from new solar, new solar + battery energy storage, new and/or repowered wind, new hydropower, and energy storage resources.
The RFP process is comprised of four phases:
Phase 1
Initial Qualification
Requires respondents to complete the Expression of Interest (Exhibit A), Statement of Qualifications (Exhibit B) and Non-Disclosure Agreement (Exhibit C) and upload the corresponding documents via the PowerAdvocate event website. Due to the large number of expected Respondents, AES will not be able to review or accept revisions to the NDA.
Phase 2
Pricing and Respondent Submission
Upon receipt and acceptance of Exhibits A-C, AES will approve access on the PowerAdvocate web platform for the Respondent to view full event details, proposal submission functionality, complete the online questionnaire, and view/download the PPA term sheets.
Phase 3
Due Diligence and Selection
After receipt of the proposals and supporting information via the PowerAdvocate web platform, submissions will be reviewed and a shortlist of projects to move forward will be identified. All respondents proceeding to Shortlist Notification will also receive AES’s long form Power Purchase Agreement (PPA) contract for review.
Phase 4
Execution
Following successful due diligence and interaction with the respondents, AES will enter into PPAs for selected projects.
